Born in Tokyo in 1950 as the eldest son of the first Tomiyama Seikin (Living National Treasure), he studied Ikuta-ryū koto with his father. In 1973, graduated from the Department of Japanese Music, Faculty of Music, Tokyo University of the Arts. Since 1975, he has been a lecturer in the Japanese music department of the Music Department of Tokyo University of the Arts. In 2000, he took over the name of Tomiyama Seikin and inherited the status of Iemoto of the Ikuta style Seikinkai. Certified as a Living National Treasure in 2009. From June 2017 to June 2021, he was the chairman of the Japan Sankyoku Association. Honorary Chairman of Japan Sankyoku Association -Major awards- 1986.1989.1991 Agency for Cultural Affairs Art Festival Award. 2004 Japan Art Academy Prize. 2006 Matsuo Performing Arts Award Excellence Award. 2011 Medal with Purple Ribbon. 2018 French Arts and Culture Medal Chevalier Award.
